It was a free concert (!!) given at The Dam Square right in the center of Amsterdam in front of The Royal Palace.
During that weekend, the last weekend of august, "De UITmarkt" was organised.
That's an every year free cultural festival with literature, music, theatre, exhibitions etc-being the start of the new cultural season.
The Peppers were visiting Henk Schiffmacher, the Amsterdam based tattooist, a.k.a. "Hanky Panky", around that time and someone suggested them to do a free concert in the center of the city. So they did.
